Political analysts close to the government offer to deprive the parties of parliamentary privileges for non-participation in elections and to raise the requirements for those wishing to nominate candidates to the federal parliament without signature collection. But it should be done after the election campaign to the State Duma in 2016, they say, otherwise this step will play into the hands of thouse who want to discredit the government.
The new version of the law "On elections of deputies of the State Duma" was proposed by President in April 2013 and adopted in 2014. It provides for a transition to a mixed system of elections to the lower house of parliament, as well as setting filters for parties. Freely participate in the elections to the federal parliament can now only those parties that in the previous Duma elections gained more than 3 percent of the votes or party list had at least one regional legislature. The rest will have to collect signatures - 200,000 across the country, but no more than 7 thousand. In one subject; self-nominated in single-member districts - 3 percent of the number of signatures of voters.
At the moment, the parliamentary privilege "earned" 14 of the 73 parties having the right to vote. Among them, five were able to hold their representatives while only one in the regional parliament. This RPR-Parnass, "Russian Party of Pensioners for Justice", "Communists of Russia", "Green" and "civil power". Duma elections to be held in December 2016, and the final pool party- "beneficiaries" is formed on the basis of the regional election campaign, which will take place in a single day of voting on September 13 .
Close to the Kremlin politicians have repeatedly criticized the party for the fact that some of them get the benefits ceased to participate in the elections and to work with voters.
"If we talk on the merits, the provision of parliamentary privileges was to encourage new parties to participate actively in regional elections, - explained the" Lente.ru "head of the Civil Society Fund (FoRGO), the former head of Domestic Policy Department of the Presidential Administration Konstantin Kostin. - The logic is very simple: have won the trust of voters at the regional level - go to the next, get additional opportunities to participate in federal elections. However, the practice today is different. A number of parties, having one deputy in the Legislative Assembly and to ensure the right to nominate a list for elections to the Duma without collecting signatures actually goes into sleep state, cease to engage in real political work. It is not the lack of results - they did not even nominate their candidates for the regional elections».
Therefore, according to Kostin, the rules should be changed. "The only question is, when it is better to do," - he said. According to Kostin if you start immediately one can hear complaints that "power is afraid of something, began folding the course for the development of political competition, and so on." "eventually It can be used to delegitimize the results of the first phase of the federal electoral cycle 2016-2018 years" - he believes.
But the changes will have to wait. "I believe that the legislation should be adjusted after the elections to the State Duma - continues Kostin. - Parties, which are in one of the regional cycle does not nominate their candidates in any of the regions where the elections are held in the Legislative Assembly, shall lose the right to parliamentary privilege. If this situation is repeated twice, the party is automatically registered in a public organization. By the way, the lack of results for the three regional electoral cycles should also lead to a loss of parliamentary privileges. The system must be responsive to changes in the society and stimulate the real political activity. "
This position - not only in FoRGO. "Sooner or later, the rules should be changed, - says the source, close to the presidential administration. - But if you do it before the elections to the State Duma, Navalny and Kasyanov will say that it is specially made against them, and will work to delegitimize the elections even before the start of the campaign. Therefore, it seems to me, to these federal election laws will not be adjusted, so as not to create unnecessary hype. According to the interlocutor, "among the terms for the parties to get parliamentary privileges there have to be passage of candidates in several regional parliaments ". It is necessary to ensure that it did not trigger a variety of political technology projects", - he said.
It can be expected that the "hype" is really there. The other day, co-chairman of the RPR-Parnas Mikhail Kasyanov and the leader of the unregistered Party of Progress Alexei Navalny announced ambitious plans to choose from. They intend to form based on RPR-Parnassus single list of candidates in the upcoming regional elections this year, and the State Duma elections in 2016. RPR-Parnassus has parliamentary privilege due to the passage of its list of the Yaroslavl regional Duma in 2013 (the party then took fifth place with 5.11 percent of the vote).
Another close to the Kremlin Foundation - Institute for Socio-Economic and Political Studies originally stood for office in two or three of the Legislative Assembly, and not in one. In its first ranking of political parties in the I quarter 2015 experts said that of the 14 parties to the "federal skilled" half showed no activity in any of the 105 municipal campaigns that have passed over this period.
This RPPS, RPR-Parnass, "Civil Power" REP "Green Party", "just cause", "Civic Platform" and "Patriots of Russia". "Civilian power" and "Green Party", for example, managed to become one of the parties to the "federal skilled" only after the elections in 2014. The study says that they are "not only ignore grassroots elections, but did not demonstrate a significant information, software and problematic activity", making a bet on one region.
"Collect signatures quality - so that they endorsed the Election Commission, it is very difficult - says the chairman of" Communist Russia "Maxim Suraykin (Party managed to hold two deputies so far only in the Supreme Council of Khakassia). - Collectors can make mistakes, can falsify data. The party has no access to databases of voters, so errors are usually detected in the electoral commission. " Suraykin concerned about the fate of single-mandate candidates, who will have to collect signatures: the elections the country will be divided into 225 districts, each of which has at 500-550 thousand voters.
