Governors considered by the rise and fall

FoRGO prepared a rating based on expert judgment and media factors: Drozdenko and Bogomaz are the leaders

 

Civil Society Development Foundation (FoRGO) has prepared the increase and decrease rating of the effectiveness of governors on the basis of expert assessment and media field measurement. It includes 10 gainers and 10 falls among the leaders of all governors.Traditional rating (integral) the effectiveness of governors will be published on a quarterly basis. The next release is expected in June, September and December.

Besides that, at the end of 2015 or the beginning of 2016 the final rating for the current year is to be presented. FoRGO experts agreed that the data on economic statistics regions in the quarterly format more accurately reflect the dynamics of a particular situation in the regions as far as the social well-being of the population is concerned.

Head of the Civil Society Fundation Konstantin Kostin said that for the integral rating quarterly publication is optimal, as it more clearly demonstrate the economic performance in the region.

- Quarterly rating reflects better the changing situation in the regions on the basis of sociology. This is particularly important given that this estimate has the highest weight among all modules, - he said. - Of course, the quarterly research cycle privede us with more accurat economic statistics. More data to the date can be used for a research. Due to the difficult economic situation, accurate data is especially vital for the ranking of governors.

Thus, the fund has assured that in the intervals between the quarterly ratings, once every two months there have to be published dynamic parameters characterizing the performance of senior officials of the federal subjects on the basis of expert assessments and media field measurement. In these publications, experts will try to fix the trends emerging in the period between the release of the main product. This "will make it even more reflective of the real situation in the regions".

This time experts analyzed the results of Governors for the period from 10 February to 15 March 2015. As before, the leader in growth turned out to be the head of the efficiency rating of the Leningrad region - Alexander Drozdenko (added 5 points). Experts noted its successes in the economic development of the region (both current and at the end of last year) and a positive outlook for the future. Next  to him  goes Acting Governor of the Bryansk region, Alexander Bogomaz (appointed president of September 9, 2014) -  he rose in rank by 4 positions. The reasons for the growth are the official opening of previously obankrochennogo Dyatkovo crystal plant, as well as the receipt of Bryansk Engineering Plant order from Russian Railways to build 68 diesel locomotives.

In a conversation with "Izvestia"  the head of the Bryansk region, Alexander Bogomaz refused to comment rating results, explaining that he tries to monitor the whole situation and developments in the region and not rankings.

It is worth noting the dynamics in ranking of the Governor of Rostov Region Vasily Golubev and the ex-head of the Amur Region Oleg Kozhemyako - they also went up by 4 points. The position of the ex-governor of the Amur region Oleg Kozhemyako, according to experts, strengthened by the fact that his management skills and success in leadership in the region have been praised by President Vladimir Putin, who appointed Kozhemyako to run such "complex region" as Sakhalin. Head of the Rostov region raiserd due to progress in investment climate imporvement and measures of humanitarian assistance to refugees from the south-east of Ukraine.

Head of the press service of the Governor of the Rostov region Irina Chetvertakova explained "Izvestia" that Vasily Golubev does not pay much attention to his positions in various rankings.

- Vasily appraise all ratings simply - look, took a note and proceed working. For him, the rating is not something decisive. I think that it is quite philosophical and sober look at these tools. For him, the main thing - the well-being of the region, - explained the governor's press secretary.
