Foundation for the Development of Civil Society (FDCS). Rating on the Efficacy of Governors has become more Objective.

Leonid Davydov, head of the Expert Council in the FDCS, told IA REGNUM that by the time the second issue on the rating of efficacy of governors was presented on April 9th, the expert community had expanded significantly making the research results more transparent and objective.

According to Davydov, the team of experts who put together the first rating which came out at the end of January were then supplemented by a large group of new specialists from regions around the country. ‘This increased the transparency of the methodology and the rating itself’ says Davydov ‘and moderated the human factor.’ Experts believe that the additional research carried out by specialists in various regions will significantly raise the authority of the ratings.

Konstantin Kostin, Chairman of the FDCS Board, adds that on the whole, statistics from the second rating show that the research carried out is of a stable and conservative nature – as any serious analytical work should be. He suggests that the place the governors now hold in their groups will only change drastically in extraordinary circumstances. He also drew attention to the fact that one should not be assessing governors only on the number of points they receive but on why they are placed in certain groups as a result of their success in the workplace.

The Foundation for Civil Society Development published the second issue of the rating of efficacy of governors on 9th April. The three leaders remain have remained at the top of the list for the last two and a half months. The most effectual leaders are the heads of the Yamalo-Nenetsky Autonomous Region, the Kaluzhsky Oblast and Tatarstan. The weakest in the group are the governors of the Tversk and Yarolsavsky Oblasts and the Krasnoyarsk region.
