The Foundation for Civil Society Development (FCSD) proposes forming an integral rating system for the regions in order to maximise the acquisition of expert assessment. In his address to the round table meeting entitled ‘The Rating of Governors: Criteria of Assessments’ (held at the initiative of the Communications Group ‘Minchenko Consulting’) the head of FCSD, Konstantin Kostin stated that information gleaned from sociological research, statistical bodies and economic indicators of development from the regions, all need to be taken into account. He said that it would be sensible to formulate a rating system every month, which taking into account the ‘lost’ months of the pre-electoral period and the New Year celebrations, would mean ten times a year.
Yevgenii Minchenko, President of the Communications Group ‘Minchenko Consulting’ spoke of the emergence in the market of a large number of unscrupulous products which discredit the very idea of rating the regions. Signs of what he called unfair rating, include:
a) lack of reliability among the organisations carrying out the research
b) lack of expertise required to assess regional problems
c) lack of clear methodology
d) large number of factual errors
e) lack of a panel of distinguished experts
f) cloning of pre-existing authoritative products
g) negative slant to the rating
h) charging a fee for publication of materials on the ratings
i) attempts to capitalise on claimed connections with the Kremlin
The participants of the round table meeting agreed on the need for regional ratings. Michail Vinogradov, head of the Foundation ‘Petersburg Politics’ believes that there is a ‘ratings boom’ in the country because such projects are relatively cheap yet transparent - and show obvious conclusions. Moreover, published ratings are much discussed on both a local and national level.
However, according to Vinogradov, there are not enough experts – including qualified economic experts - among those who compile the ratings, especially at a regional level. And there is not enough focus on the global practice of compiling such studies.
