Civil Society Development Foundation (FCSD) presented its Rating of Efficacy of Governors, June issue. For the first time the first place shared by once the two leaders - the head of Kaluga region Anatoly Artamonov and Yamalo-Nenets Autonomous Area Head Dmitry Kobylkin. The new trend discovered:  governors improved their performance.

Previously the study of governors divided Governors into four groups depending on "earned" points. "The new release  is a rating of good news, - said Konstantin Kostin head of the Foundation. - Usually, parties concerned expected our research in terms of bad news. The fourth group (heads of regions with a rating of below average. -" RG ") journalists even called d «Group of death». "Now, however, we have  eliminated the group from the ranking. In addition, the average score of participants has increased". Heads of Perm, Yaroslavl and Tver regions have improved the sociological indicators in their regions and left the «Group of death».

Both the "good news" are associated with improving the quality of public administration in the regions. Actively pursued a policy of rotation of officials to replace inefficient leaders, explains Konstantin Kostin. In this regard, the State Duma considered the initiative to limit Governors in office by two terms. In addition, the State managed to introduce public control over the governors, including ensuring transparency of budget spendings.

Upcoming September elections were called as one of the main factors that affected the positions of governors. Those regional leaders who plan to take part in them and thus have received support from the President, strengthened their positions in the rankings. The quality of social policy implemented, ability to work in a crisis played its role. Thus, heads of Komi, Kamchatka Krai, Rostov and Tomsk as well as Ingushetia and Mordovia went up the ranking. Nevertheless experts didn’t fix high jumps.

S, the Top 10 heads of the Kaluga region and YaNAO, heads of the Belgorod and Tyumen regions, Komi, Tatarstan, Chechnya, the Kemerovo Region, Moscow and the Vladimir region. Debutants in the rating became heads of the two new regions of the Russian Federation - Republic of Crimea and Sevastopol. Their leaders have shown a relatively high efficiency: Sergey Aksenov , head of the Republic of Crimea began his career in the governor's "race" with the 24-th place, and Sergei Menyailo (the city of Sevastopol) - 45 th.

The difference in starting positions Konstantin Kostin explained by the situation within the political elites in the regions. "The Crimean elite is more consolidated, - pointes out Konstantin Kostin.  – There are established procedures of approvals and compromises between the political forces. The situation In Sevastopol is not so smooth, although the situation is not critical".
