The Foundation for Civil Society Development (FCSD) and the ‘Public Opinion’ Foundation has prepared a Rating of social well-being in the regions that will give an accurate assessment of the population in constituencies in the Russian Foundation, says Konstantin Kostin, head of the FCSD.
‘I believe that this rating will help us to precisely evaluate all the reactions of the population to events happening in their regions and their assessment of the situation. This is the first rating to be based on interpretation of sociological data’ Kostin told INTERFAX on Monday.

Asked about the impact of the study on election campaigns in the regions, Kostin said that ‘electoral ratings and ratings of social well-being are not directly related.’
‘I don’t think that we will seriously influence the election campaign in the regions. Such basic criteria as quality of life are changing very slowly. They largely reflect the attitudes and preferences of core pro-government voters. But, as we know, voters are often influenced during the course of the electoral campaign.’
He said that the rating will be published quarterly.
The rankings – which will be presented next Monday – are based on data from the ‘geo-rating’ system and the ‘Public Opinion’ Foundation. As FDCS points out, statistical error does not exceed 1%. A rating scale from 1-100 points was used in assessing the ratings.
